DAWN TO DUSK enabling insteon motion sensor to function solely as light sensor

Provide a setting for the current insteon motion sensor to function as a dawn to dusk light sensor. The dawn to dusk setting on the app does not work well, reguiring several offset adjustments depending on the season if one lives in areas bordering time zones (i.e. Las Vegas, NV) or in areas that have a lot of cloudy weather (Seattle). This should only require an app programming change nullifying the motion trigger but leaving the light / dark trigger.
