Running Windows 7, Internet Explorer, Insteon Hub, Insteon Outdoor HD Camera. Have motion dection enabled, schedule set up, and set detection area and saved. When I go into device status, it says "Alarm Status, No Alarm". Can I not set motion detection with this camera?

The Outdoor HD camera does in fact have the ability to use motion detection to send mail on alarm, upload image on alarm, take a snapshot, and record video on alarm. When looking under the device status, it will tell you the current state of the motion detection alarm. No Alarm would mean no motion is detected per the settings you set up. If you were to have someone make motion in front of the camera in your detection area while looking at the device status screen and hitting refresh, the Alarm Status should then say Detect Alarm.
