Creating a scene

I am new to this insteon world. I want lights to go on at sunset and off at 10 pm. I want the Hub to do this automatically. I have a lamp on an outlet and outside lights on a switch. These are the two items i want on a scene that will turn on automatically. Can that be done. I created a scene and thought i was doing it right --- but the lights do not come on at sunset and do not go off at 10 pm. I can click on the scene to make it work ---- but i want it to just work. HELP.
