I'm new to Insteon (starter with a single FanLinc and a single KeypadLinc). After dealing with the fun that is manually linking up the two, I'm wondering if there is a discussion of the various methods of configuring new and existing Insteon devices WITHOUT the button hold and tap methods. I know the Hub can do this via the android app, but I did not purchase a hub, because I, honestly, don't feel the desire to connect my lights to the internet just for easier configuration. Do the PLM Modem models (USB/Serial) allow full commissioning of insteon devices, or are there things that they cannot do that require the internet connected hub? I will be heavily remodeling over the next year, and anticipate more insteon hardware being purchased, but need to know what route is best for configuring the new gear.

The ISY and PLM combo is your best option for a programming option that doesn’t require you to tap link your switches. You can program them with a computer and you don’t need to be on the internet.
