You need to consider that an app running in the background can act as a sensor. For example, I want the ability, when I am a block away from my house, for my garage door to open, and the lights in the house to turn on (obviously configurable to whatever the user wants). But in short, you allow the user to establish a home, and while the application is running in the background, if the user re-enters the designated sphere, it can set off certain actions. Turning on the lights inside the house that I will need when I walk from the garage would be an awesome start.
Conversely, if I leave the house, the app makes sure that garage doors are shut and lights are turned off (if I so choose). So, as you enter the circle, you get a choice of actions, and as you leave the circle, you get a choice of actions.
