Randomly flashing light

This month, I installed a new 6-button keypad, but the connected light is randomly flashing. I have it set on dim 50%. Once or twice a minute it goes to 100%. Almost seems like lightning if you weren’t staring at it. It’s there for a tiny bit of a second.

I don’t think it’s the torchstar led downlight since I have other Insteon dimmers working fine with them.

One other thing... when I pull it up on my Insteon app, it always says On Level is 0% and Fade Speed is Medium. I change it, but I come back and it’s always that way.

It happens more often if there is other activity going on (programming a scene, or just turning off lights)
