Non Insteon Light Switch Causing Insteon Dimmer To Turn On/Off

I have a 2-gang box with a regular non-Insteon switch controlling a fan, and an Insteon dimmer toggle switch for recessed lights. If the lights are on, when I turn the fan off, the lights will cycle off, then back on. Sometimes the lights stay off and I have to cycle power to reset the Insteon switch. What's up with this?

I had a similar issue in the garage, I had an Insteon toggle on/off switch for the garage lights, and a regular light switch for the lights in the laundry area in the garage. When I turned the laundry lights on or off, the lights on the Insteon switch would cycle on and off.

Lights in the garage are florescent, lights in the bedroom are dimmable LED, in case it matters.

The garage lighting issue was resolved by replacing the Insteon toggle on/off switch with a standard light switch wired to a micro on/off module.
