how to make an outlet be the reverse of the switch on/off?

I have a 2663-222 outlet.
It is paired with a 6 key 2334-232

The behavior I'm looking for is the following.

If the keypad is 'on' then the top outlet on the 2663-222 is 'on', but the bottom outlet is 'off'
And if you turn the keypad 'off' then the top outlet turns 'off', but the bottom outlet turns 'on'.

I have already tried setting the bottom outlet as a responder with 'off' and the top outlet as responder with 'on', but that doesn't seem to work. When I do that and I turn the keypad on both outlets turn on.
How is something like this accomplished?

You would need an advanced controller like the isy in order to accomplish what you are trying to do. Then you'd be able to write a program to achieve your desired results. By default, turning the kpl off will always send the off command. There's no way around it
