More Relay Strangeness

I have attached a 2635-222 Rev [??] to a small (maybe 9") fluorescent lamp in a closet. It responds to ON commands consistently, but does not respond to the first OFF command. Usually, a subsequent OFF will turn it off, but not always. I'm wondering if this is a ballast problem? And isn't there a way to program an On/Off module to overcome ballasts? I dimly recall something about this, but can't find it in any docs.
