Integrating dimmer modules with in-wall dimmer switches

In my master bedroom, I've got three dimmer modules controlling three lamps. I've also got three dimmer switches that are strictly used to control the dimmer modules (the switches' "Load" outputs are not connected to anything). I have configured each module as a responder for the corresponding dimmer switch, and I can control the modules with the switches.

Almost - there's one feature that doesn't work the way it should.

I can configure the dimmer switch so that when the On paddle is tapped, the switch only comes goes to (for example) 50% brightness. And I would like the lamp to go to 50% brightness as well... however, the lamp modules still turn on at 100% when I tap the controller's On paddle.

It seems like the controller-responder relationship isn't working correctly. The controller goes to 50% but the responder goes to 100%.

Is there a way to get the lamp module to come on at 50% when I tap the On paddle of the corresponding switch?

What are you using to create the links/scenes, manual button pushing, a Hub (which one), software (which). an ISY, something else? Which specific devices ?

Just manual button pushing. I have 2477D dimmers in the wall, and the lamps are plugged into 2457D2 dimmers.

I have the 2245-222 Hub, and the Windows app (and the Android app, but it crashes on startup so I can't use it for anything).

If I could trigger a scene by pressing a dimmer paddle I think that would fix this, but I don't see a way to do that.

First, set the On-level and ramp rate of the responder. Within 4 minutes, place the controller (i.e., dimmer) into linking mode. Complete the link by pressing and holding the set button on the responder.

The on-line Owner's Manual for each device describes linking a device as a controller of one or more other devices as well as setting the On-level and ramp rate.

Thanks. I missed the step where the responder's on-level needs to be set to match the controller's on-level.
