This was a communication issue (lack of) vs. A diagnostic issue. No diagnostic tests would have been able to give an answer to what was going on.

Better troubleshooting tools for Insteon users would be a welcome addition IMO. There are basic logical/debug questions that aren't answerable though the available tools/interface which makes this process harder and less fun that it should be.
