Bulb won't work... Well sorta

I have a bulb in my hall that is a responder to the nearest door sensor, door opens, light comes on. Perfect.

If I go to insteon app, it will not let me turn on the light.

I feel like this is a simple fix, but I've been out of timing for a few years and would like some help.

No... Indicator spins and then goes back to yellow. No effect

Yes, bulb is linked only to the door sensor. The hub is the only hardware I have plugged in....very small place approx 1100sqft. Hub is 2 walls, 20ft away. Works fine as responder, no response to app input.

Added it brand new, have only changed the router. Will remove and do setup again.
yes, it used to work.
