Video Controls on Windows Phone 8

I cannot control my camera in the Windows Phone 8 app. Works on the iPad and in the Windows 8.1 app. The arrows light up blue but the camera doesn't move. Tried un-installing the app and re-installing it. Rebooted the phone, still nothing. Any ideas? Is this a known issue with the Windows Phone app? I have the HTC One M8 for Windows.

Well I figured out that the controls work when I am connected to the home Wi-Fi, but if I am not home and connected via cellular the controls do not work. I can see the image and turn the mic on and off, just can't move the camera. Ideas?
